NB+C Supports Major Broadband Expansion in Shenandoah County, VA

NB+C was proud to support a Virginia Telecommunications Initiative (VATI) broadband expansion project in Shenandoah County, Virginia—an effort completed at the close of 2025 that significantly expanded access to high-speed, reliable internet service for previously unserved residents.

Over the course of more than three years, NB+C partnered with a regional broadband provider to engineer, permit, and manage construction of a large-scale fiber network designed to reach rural and hard-to-access areas of the county. Through this collaboration, NB+C successfully supported the deployment of 457 miles of fiber infrastructure, extending connectivity to 4,840 homes.

The project required extensive coordination, detailed engineering, and consistent execution across varied terrain and complex regulatory environments. NB+C’s scope of services included:

  • Fielding services
  • Make‑ready engineering and assessments
  • Fiber route engineering
  • Right‑of‑way, pole attachment, and water‑crossing permitting
  • Comprehensive construction management

Throughout the life of the project, NB+C worked closely with project stakeholders to help ensure progress remained efficient, compliant, and aligned with overall deployment objectives.  From early planning through final construction, NB+C supported permitting efforts, coordinated with utilities and local jurisdictions, and managed construction activities across hundreds of miles of new fiber infrastructure. This integrated approach helped mitigate risk and maintain momentum across a multi-year, grant-funded deployment.

The completed VATI project represents a meaningful investment in Shenandoah County’s long-term connectivity, supporting access to education, healthcare, business development, and essential digital services. NB+C is proud to have contributed technical expertise and project leadership to an initiative that helped bridge the digital divide in rural Virginia.
